POSITION REPORTS TO Voucher examiner works under the direct supervision of the Chief Accountant and general supervision of the USAID/Pakistan Controller.
EDUCATIONAL QUALIFICATION REQUIRED Bachelor Degree in accounting/ or Diploma in accounting from any recognized college is required.
PROFESSIONAL EXPERIENCE At least 5 years of performing voucher examining work with host government organizations, NGOS or in Diplomatic Missions.
DESCRIPTION OF DUTIES The office of Financial Management (OFM) is responsible for providing full financial management services to USAID Pakistan. It maintains a comprehensive accounting system (currently in cooperation with the USAID/ Manila accounting station). It provides dedicated financial analysis and accounting support to each strategic objective team and, as needed, technical guidance to contractors and grantees. The Voucher Examiner in an integral member of the OFM, working throughout the range of office functions. Illustratively, this includes serving as the primary timekeeper of the OFM Staff, serving as the primary USDH AETA Coordinator, providing complex to medium voucher examination services and providing administrative support to the office.
LANGUAGES Level IV English and Urdu ability (fluency) is required. English writing and speaking skills are particularly important.
KNOWLEDGE A thorough knowledge of applicable sections of Financial Management & Accounting Systems and general office procedures and practices is required
CORE SKILLS & ESSENTIALS TO MEET JOB EXPECTATIONS  Ability to read, comprehend and logically apply complicated regulations, directives, and procedures relating to the voucher examining process, is required.
 Typing skills and good word and data processing skills with familiarity with variety of computer programs and applications also will be very useful.
 Excellent written and oral communication skills.
 Flexibility to perform a variety of tasks at the same time, excellent organizational skills in order to ensure smooth and efficient paper flow in OFM.
REMUNERATION PACKAGE & OTHER DETAILS  PKR 685,919 to 1251,926 Per Annum


Selection Process
When equally qualified, US Veterans will be given preference. Therefore it is essential that the candidates address the required qualification above in the application.

Location
The applicants should identify their preferred location of service in their application. Currently the locations are (a) Islamabad, (b) Karachi, (c) Peshawar, and (d) Lahore.

Additional Selection Criteria
1. Post Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Current employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Applications for the position must meet the required qualifications as advertised in the vacancy announcement. Trainee level(s) may be established below the full performance grade level listed if not fully qualified.
5. Current Employees who have been voluntarily been re-assigned/promoted from one position to another are not eligible to apply within six months from the effective date of the reassignment /promotion.
6. Current employees who have received any job related training are not eligible to apply in another section/agency within one year from the effective date of training.
7. Candidates need to indicate on the application for Employment if any family member is employed by the US Mission, Pakistan and, if so, in which section they are employed.

Definitions
1. Ordinarily Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residence permit for employment in country.
